Police charged a Garfield man with animal cruelty today after they found dead and dying dogs in kennels in his backyard.
Officer Christine Luffey and members of the Western Pennsylvania Humane Society found a surviving dog "very small and skinny" with extensive hair loss and a mucus-filled eye that had closed shut.
They also found emaciated carcasses of two pit bulls in separate dog houses outside the home of Marc Anthony Williams, 25, of North Fairmount Street, police said.
The dogs were without food and water and showed no signs of recent care, police said.
